How this meme works

The top panel shows a leaking tank and the salesman's confident pitch, then the bottom panel shows a hand slapping tape over the hole. The joke is that you name a huge, unfixable problem and claim a cheap quick patch will fix it.

Where this meme comes from

The template comes from a TV infomercial for Flex Tape, a waterproof repair tape, in which pitchman Phil Swift slaps the tape over a leaking tank. The ad's over-the-top delivery made it a popular meme about quick fixes for big problems.
